CRA Statement re DCC proposal for Replacement of Sandbags on Promenade

Last May, the Minister of State with special responsibility for the Office of Public Works (OPW), Kevin Moran, at the request of local TD Barry Heneghan, met with local stakeholders regarding the sandbags on the promenade.
Following that meeting it was agreed that Dublin City Council would “undertake a thorough assessment and evaluation of the existing interim flood defence system, (sandbags) along with a number of alternative solutions and DCC would return by Autumn 2025 with a recommendation for two/three preferred alternative solutions.”
At a meeting on 14th October, DCC presented their report outlining a number of approaches they considered. Most of these they ruled out on the basis of planning, amenity impact, operational feasibility, maintenance or coastal flood defence performance.
Their recommendation is to install precast interlocking concrete barriers with a stated height of 850mm near the roadside. These barriers will run the extent of the existing sandbags (see images). They have agreed to soften these barriers by painting them with murals or with planting.
Their second recommendation is the same barrier along the sea wall. However, they have confirmed that at this height, a barrier at the sea wall will not provide the same level of protection as the sandbags. On this basis, CRA does not consider this a viable option.
